Boots,checks disk,open sign in page,mouse arrow refuse to move,keyboard 3 LEDs flashing constantly. All connections ok.Tried 3 mouses,and 2 switch boards. All respond the same.Keyboards and mouses work fine on other computer.?

Sounds like you could enjoy a motherboard issue.
Your Mouse and keyboard drivers are not identified on the system during bootup. Check Bios settings.

Probably motherboard. Possibly the OS. Try booting stale a bootable CD or and see what happen.
Borrow a set of key/mouse, if you already have PS/2 style round cable set, borrow a USB set, or vice versa. It is motherboard issue.
